The designer to be
Life in a big city does not have to be noisy and uncomfortable. Next to factories and shopping centers there can be parks and lakes. It's a shame that many metropolises do not pay attention to this. Maybe it’s time to design and build your own city, or at least one of its neighborhoods? Will you succeed? Well, that will be decided by the residents themselves.
Beginnings
As you prepare for the game, place the Population board in the center of the table, which will measure your victory points. Divide the Building tiles into three stacks A, B and C and then take 7 tiles from the top of stack A and place them on the Market board, creating the Real Estate Market. Place 4 tiles each for Factories, City Parks, and Suburbs next to the Market board. Each of you draws 1 Neighborhood board and draws 1 Goal token. In the middle indentation of the Neighborhood boards, place 3 starting tiles.
Development
During each round, you have 4 actions, the first of which is to place 1 Building tile or 1 Investment marker. You can choose from tiles on the Real Estate Market and basic tiles (Factories, Suburbs, City Parks). When taking a tile from the Real Estate Market, you pay its cost and then place it adjacent to at least 1 tile of your Neighborhood, considering its action as well as the action of previously placed Tiles. This way, each subsequent action will accelerate your development.
Flourishing
Placing additional tiles will require you to properly balance the acquired Reputation against the spent resources - from these two factors depends how many people will settle in your Neighborhood. If you start to run out of money, choose a Lake tile, and if you want to reassess the action of a given tile, place an Investment marker on it, again paying its cost. Remember to direct all your efforts towards Population points - ultimately, only those will matter at the end of the game.
